An international agreement between governments, CITES - the Convention on International Trade in Endangered Species of Wild Fauna and Flora, endeavors to ensure international trade in plants and wild animals does not threaten their survival.
The USDA (United States Department of Agriculture) requires permits for the importation of protected plants under the Plant Protection Act. Hoodia Gordonii falls under the Plant Protection Act because it is listed with the CITES Management Authorities of Botswana, Namibia, and South Africa.
